Lessons Learned from a Process of Conflict Resolution between GRP and MNLF as Mediated by Indonesia (1993-1996)

This is an outcome of ASEAN-IPR’s very Research Project, entitled Lessons Learned from a Process of Conflict Resolution between the Government of the Republic of the Philippines (GRP) and the Moro National Liberation Front (MNLF), as Mediated by Indonesia (1993-1996). The research analysed an important and unique case study in Mindanao, Philippines, that was carried out in the spirit of ASEAN solidarity. The project was initiated and spearheaded by Indonesia.

Research Objective

  1. An evaluation of the policies and strategies carried out by the Philippine Government and the Moro National Liberation Front (MNLF) as negotiating parties and by Indonesia as mediator.
  2. A review and critical appraisal of the Peace Talks and the resulting Final Peace Agreement as a way of addressing the problem of secessionism in Southern Philippines—insofar as this is possible without a detailed accounting of events that took place after 1996.
  3. An assessment of the roles that third-country players took during the Peace Talks, particularly the role of Indonesia as mediator on behalf of the Organization of the Islamic Conference (OIC). 
  4. A compilation of insights from the conduct of the Peace Talks that may be of use to future negotiators or mediators of conflict resolution processes.
