ASEAN-IPR Research on Cybersecurity

The ASEAN Institute for Peace and Reconciliation (ASEAN-IPR) is pleased to announce the publication of a new peer-reviewed book chapter developed as a follow-up outcome of the ASEAN-IPR Regional Conference on Cybersecurity (CyberCon25). Entitled "The Human Security Approach in Combating Cyber Terrorism: Perspective from ASEAN Member States," the chapter has been published by Springer as part of the edited volume When Faith Kills: Understanding Religious Extremism. The publication was developed collaboratively by regional researchers and ASEAN-IPR, drawing on the discussions, survey data, and focus group findings generated through the implementation of CyberCon25.

The research explores how ASEAN Member States are addressing cyber terrorism through a human security lens, highlighting the need to complement traditional cybersecurity measures with people-centred approaches that strengthen community resilience, digital literacy, trust-building, and multi-stakeholder cooperation. Drawing upon qualitative research, literature reviews, surveys, and focus group discussions conducted during CyberCon25, the study provides evidence-based insights and policy recommendations to support ASEAN's efforts in responding to cyber-enabled threats and preventing online radicalisation.

As one of ASEAN-IPR's core mandates is to undertake research on issues relating to peace, conflict prevention, and reconciliation, this publication represents a tangible research output generated through the CyberCon25 project, where research formed an integral component of the overall implementation. It also reflects ASEAN-IPR's continued commitment to generating evidence-based knowledge through its programmes and initiatives that support ASEAN's peace and security agenda.
